Gateways to allow one to travel from another plane to the feywilde. A True Portal is a gateway made form the Feywilde into another plane. Fey can usually come and go through portals easily however mortals not so much.  Mortals require a tithe to enter. Once accepted they will enter the Hedge unless it is a True Portal.  Gates function in the same way.
